This is a PR to the
backports-release-1.8branch. I follow the instructions of @DilumAluthge from #46731. The goal is to get invalidation fixes in the Tar stdlib into Julia 1.8. Thus, I updated the version of Tar.jl based on JuliaIO/Tar.jl#143.
