Fix docs deployment / upgrade Documenter #28559

The mapreduce deprecation that crashed the 1.0.0 docs deployment was fixed in Documenter 0.19.3. So this should be enough to make Documenter deploy the docs on Julia 1.0.

Can we set the appropriate environment variables to trick Travis into building the 1.0.0 docs here?

We could let this deploy the docs to latest/ and then just copy latest/ to v1.0.0/ and stable/ by hand.

Probably best to wait for JuliaLang/METADATA.jl#16563
