GitHub have removed the
ACTIONS_ALLOW_USE_UNSECURE_NODE_VERSIONworkaround and moved to only allowing actions to be run using node20, which requires a glibc version newer than what our venerable CentOS 7 container can provide.This PR removes the GCC9 builds from the CI matrix and upgrades the actions to node20 compatible versions, ensuring that we don't run afoul of the upcoming
artifact@v3shutdown.
