List available locales for iOS and Android

Author the user story for this feature

As a User, I want to print available configurations(locale, orientation) for iOS ad Android so I can see which configuration I could use with Flank.

Originally this was a User feature request to show available devices #835, but we would like to do more

Describe the solution you'd like
Use similar solution proposed in #882, add printing configuration to option --available-environment
Use API with the option IOS|ANDROID https://testing.googleapis.com/v1/testEnvironmentCatalog/IOS|ANDROID
To play with it use Android | iOS

Gcloud commands
gcloud firebase test ios locales list
gcloud firebase test android locales list

Ideally, in Flank we should have commands to list all types of testing information same as gcloud:
