Author the user story for this feature

As a Developer, I want to have a Gradle plugin for checking if the version changed so I can reuse this feature over modules.

Describe the solution

  • Develop Gradle plugin,
  • check TODOs in existing code and make replacement
  • use composite build feature

Describe alternatives considered
Leave it as it is
