Add nextpnr-himbaechel to the package

This pull request updates the installation scripts to copy over nextpnr-himbaechel and related files, enabling future support for Gowin FPGAs.

Additionally, this pull request updates the oss-cad-suite tools to the August 2nd 2024 Nightly release, as the previously used version was raising assertion errors when running nextpnr-himbaechel.

I just tried this locally, and the final output didn't include some binaries, so the apio build command failed. For example, it was missing gowin_pack. What worked for me in the end was downloading the oss-cad-suite-windows-x64-20240810.exe manually and replacing the entire folder at C:\Users\milewski\.apio\packages\tools-oss-cad-suite
