Use the default water amount for all toilets

Randomize some or all of the water amount in toilets.
Testing
Loaded the game. Debug spawned in some washrooms. Saw all of the toilets having 24 units of water.
Additional context
I'm not sure what the intent of having two of these have a larger amount was supposed to be, but I can't see any reason to keep it that large.
