American Toilets have to much water ... in their public Washrooms

Describe the bug

Most Toilets you find in this game have about 24 units of water.

In the Public Washroom you can find 1 Toilet on each side containing about 500 units of water.

Steps to reproduce

Look for a Public Washroom - go inside and check the toilets - dont geht caught going in the incorrect side - See huge amounts of water

Expected behavior

i am not sure toilets should contain bathtub levels of water.
