This adds PASGT vests and helmets to various locations along with modifying existing helmets to be more in line with reality

PASGT armor would be a good early game find for a player to use, and military helmets are made of kevlar and plastic implying that you can repair them when in reality you can't.

Makes PASGT available to be found, and make military helmets hard kevlar and unrepairable

No PASGT and kevlar helmets unrepairable
Testing
Spawned the PASGT vest and checked to see if they spawn in item groups, and spawned the modified helmets.
