You should change the ratios around, there's no reason I can think of that cutting up soap would make it 20x better than just using soap.

I can think of one: dumping the entire soap bar into the water may mean you end up with too much soap for too little water, and you would have to dump the entire thing somewhere after cleaning your guns; cutting flakes and using just as many as you need is less wasteful.

That's a reason to have a second recipe using soap flakes that generates a much smaller amount, or a recipe with soap bars that generates a much larger amount. In the recipe as described the two made the same amount of water.
