Unboard the Npcs that are following across z-levels, before the vertical shift wipes the vehicle from the cache, ( with z-levels off )

Testing
new world with z-levels turned off ( this bug is not present when z-levels are on )
debug mind controlled starting NPC in shelter, debug spawned a hatchback partially over the shelter stairs, moved so that I was ove rthe stairs, but NPC was still in vehicle, then went downstairs .
before this fix - debugmsg pupped up, after this fix - no debugmsg.
