added military.json to itemgroups folder; continued to sort various lists to appropriate .json files.

Purpose of change
Ongoing effort to better sort spawn lists for easy reference.

Created military.json and moved various lists. Sorted other lists to food and gear.jsons.

Testing
De-linted and debug spawned lists in-game.
Additional context
Finally added correct "infrastructure" tag instead of "content". It only took me about 5 PRs ;)
