Without
charges_per_use
field, tools are effectively require no charges to activate. Added this field to various tools (gasoline and electric chainsaws, electric carver, RM13 armor, Shishkebab, hedge trimmer and many others) - 5 charges for power-hungry tools, 1 charge for low fuel/energy consuming tools.Describe alternatives you've considered

Testing
Spawned empty gasoline chainsaw, tried to activate it, no luck.
