Not adding a sugar beet seed crafting recipe.
Testing
Created new world and new character. Raised character's survival to level 2 via debug menu. Spawned in 3 sugar beets via debug menu. Used one sugar beet in the sugar beet seed crafting recipe. Used the other two sugar beets to batch craft sugar beet seeds. Ended up with 12 sugar beet seeds, as expected. Did not test in a preexisting world because I had no preexisting sugar beets.
