NV21 watermelon fix for calibnet

Issue summary
Forest must support an NV21 fix (this is required because of filecoin-project/builtin-actors#1455).

The actors bundle to use is v12.0.0-rc2.

The scheduled upgrade for calibnet is:

The UpgradeWatermelonFixHeight/code ID migration for calibration network has been set to epoch 1070494, which should be 2023-11-07T13:00:00UTC.

Steps:

• Use the devnet along with a dedicated Lotus version to test the change,
• Add the patch logic (old bundle must be included)
• Update the bundle; if don't create test artefacts in repo root #3626 gets merged in its current form, the only thing to do would be to add the v12.0.0-rc.2 bundles for calibnet and devnet to DO. Note that the previous bundle must be present as well.
