Build SDK and associated for the multiple target framework
Execute tests for multiple target framework
Only build but do not publish non-supported SDK projects
misc. clean up for targets.
Upgraded Msbuild task project to new VS2017 project format, this will enable to easily multi target our build tasks.
Added tests for tasks
Addresses Support projects targetting something other than net452 + netstandard1.4 #3140 , Support running test projects targetting multiple frameworks #3205
