Spring library reference yaml

This pr builds a yaml file for Spring library reference to support the Intellij plugin for Azure SDK reference.

The yaml follows structure of Spring Initializr's library mapping schema and thus contains all keys under property of dependencies to describe a library. For those blank or meaningless values, we reserve them in case of further usage.

After discussing with @stliu and @wangmingliang-ms ,hierarchy of yaml is organized as : Service -> Feature -> Package. Taking cosmosdb starter as example, it is described as Cosmos DB -> Spring Data Cosmos -> azure-spring-boot-starter-cosmos. For the value of service and feature:

• For spring library that has underlying package in java-packages.csv, we use its underlying library's ServiceName and DisplayName as the service and feature.
• For the rest like aad starter, we create the service and feature value ourselves and also try to follow the specification as java-pacakges.csv.

For 3 link properties of repopath, msdocs and ghdocs, we refer values in https://azure.github.io/azure-sdk/releases/latest/all/java.html

This will run a pipeline that analyzes the source tree and creates the pipelines necessary to build and validate your pull request. Once the pipeline has been created you can trigger the pipeline using the following comment:
/azp run java - [service] - ci
