<b> tag is not handled by "Bold" toolbar button

If i try to remove bold from a text encapsulated between <b> tags, the "B" (bold) button in the toolbar encapsulate all the tag in <strong>.

<b>Text</b>

become:

<strong><b>Text</b></strong>

And if i press the "B" (bold) button again i get:

<b>Text</b>

So it is impossible to remove bold from a text without act manually on the source.

Expected behavior:
the <b> tag should be converted to <strong> or removed when the "B" (bold) button is pressed to remove Bold from a text.

Actual behavior:
<b> is not affected by "B" (bold) toolbar button, it gets encapsulated by <strong> tag.
