Confirmed with a local test that this build does not have functioning iRODS support (libhts-plugins 201712+irods_4.2.7 is installed)

Weird, why it can be? Something missing in the recipe? In the tools inventory, it looks like libhts-plugins 201712+irods_4.2.7 is installed into the samtools environment.

strace shows the iRODS plugin is being found.
