Update Gutenberg to release 1.16.0 #12813

Prepares WPiOS to be update to version 1.16.0 of Gutenberg

To test:

  • Test the editor flows using Gutenberg
  • Pay special attention to
    • Media import flows from other sources Pexel
    • Alignment options in media blocks

Update release notes:

  • I have considered if this change warrants user-facing release notes and have added them to RELEASE-NOTES.txt if necessary.
