Manually bump build code to 23.9.0.1

This is because one build for 23.9.0.0 has already been accidentally uploaded to App Store Connect. It happened because I've been working on release automation in CI and clearly failed to cancel an automated beta deployment. See https://buildkite.com/automattic/wordpress-ios/builds/18996
