This is a companion PR for this other FluxC PR , see that PR description for more details.

NOTE 1: to link to the FluxC trunk I needed to make a change in the LocalAccessTokenProviderHelper.kt to account for accessToken being marked as Nullable in fluxc. cc @mkevins in case the change is not proper, since I think it's a class you are working on 🙇

NOTE 2: I will update the release notes to target 21.3 if this will be not merged before 🙇
