Describe the Bug

When a customer orders with the payment method "Pay upon Invoice" all orders have the order status "on hold".

To Reproduce

1. Place an order
2. Pay with "Pay upon invoice"
3. Login to the backend
4. Check the oroder
5. It will be on hold
