Checkout Block: Shipping options for block

The following options will need wired up for the shipping section of the checkout form.:

• The merchant can toggle the default setting for the "Use shipping address as billing address" checkbox. This setting to default to being enabled which means that any billing form is hidden by default and the shopper will have to uncheck the box to show the billing form.
• display of the billing form in the editor will depend on what the default setting is for this option.
• display of the billing form on the frontend will depend initially on what the default has been set to by the merchant but can then be toggled by the customer after.
• population/validation of billing form data will be impacted by this setting. There's some question here on whether the payment method controls the billing form or just receives the billing values (see Add payment method api and components to checkout steps #1349 (comment))
