Initial request
Add "APEX_D RBR" entry to the Code Table C-3 instrument make and type for water temperature profile measurements.
This is a request from Argo vocab management team OneArgo/ArgoVocabs#105
Apex Deep (Apex D) is a new generation of profiling instrument in the ocean equipped with RBR temperature sensor (also pretty new in the Argo world).
Amendment details
Both (float and sensor) passed through the Argo requierments.
