AZE ADM1 / ADM2 While contiguous regions is not a clearly defined first administrative division for Azerbaijan, our team believed the distinction between Contiguous Azerbaijan and Nakhchivan Autonomous Republic of Azerbaijan is a cohesive and complete ADM1 layer. Additionally, this separation into two distinct contiguous regions allows for a more representative ADM2 layer, which is the 66 districts and 7 cities located within Contiguous Azerbaijan or the Nakhchivan Autonomous Republic of Azerbaijan.
