Include styles imported by hoisted scripts

Changes

• When appending CSS to a page, account for hoisted scripts by tracing the script to the page it belongs to.
• Closes CSS which is imported by JS(TS) is not loaded after build #4242

Testing

• Test case added to the existing hoisted script tests.
