Improve DX when astrojs/image isn't properly configured

Changes

• Removes a user-unfriendly error from inside of our css/js crawl logic.
• Adds a more user-friendly error when a user tries to import @astrojs/image/components without having added the integration to their Astro config file.
• Fixes Node error when attempting to import @astrojs/image #4257
• Fixes 🐛 BUG: Astro/image getImage doesn't work in .ts file #4161 (nicolasverlhiac to confirm!)

Testing

• Tested this manually using Node error when attempting to import @astrojs/image #4257
• I don't think this error warrants its own test fixture?
