doc: tailwind: link to import doc for applyBaseStyles

• Add some doc to prevent mistakes like 🐛 BUG: tailwind media queries are in the wrong order on astro dev when using custom style.css #4192
• Don't forget a changeset! pnpm exec changeset => is it needed for documentation changes?
