The goal is to provide a fast parsing by default, similarly to Spark's CSV importer, by assuming that cell values do not contain newlines by default. This can be turned off in the import options.

This is the seventh PR in an attempt to break my work on 4.0 into reviewable chunks.
This PR is a small collection of fixes to features which were disabled during the migration to the new architecture.
