There are two issues in the Immersive Web CG Proposals repo: Use case descriptions for subtitles in 360° and Requirements for subtitles and text in WebXR.
The W3C Web Accessibility Initiative is gathering user requirements for XR.
There is now an Immersive Captions CG, which had an initial meeting on 16th October (notes).
