Add scripts for converting a test plan from v1 to V2 format

Preview Tests

Adds an npm command, make-v2, for converting a test plan from V1 to V2 test format. Includes supporting data.

Note that:

• Add and revise support and commands JSON data for the new V2 test format #988 should be merged first even though there is not a direct dependency. This branch includes the Add and revise support and commands JSON data for the new V2 test format #988 changes.
• Plans built with this utility cannot be previewed until Update test builder to support V2 of test format #977 is complete.
