glibc-devel is missing as a dependency, gcc is not able to compile without it.

gcc and gcc-c++ already depend on glibc-devel so should get installed

Hmm, indeed. I've just checked dependency tree and gcc requires glibc-devel. I have no idea why it's not installed.
It's RH 6.3.
