Persist watch on error in build_js task

When an error occurs in the build_js task, for instance because a dependency path can not be resolved, the pipe is broken and the watch is stopped. Instead the developer should be notified and the watch should be continued.

This happens because r.js is not streamable directly into gulp. If we fix the issue 30 this becomes fixed.
