[velero] Step down cpanato

I'm not contributing too much nowadays for the Velero project and either for the helm chart.
I spoke with @carlisia and told to her that I will step down for now.

Was a great pleasure to be part of this amazing project and help to set up and build this product.
thanks for the trust and the opportunity.

This PR does:

• fix a workflow that had a wrong event name
• cleanup a bit the workflow files
• remove cpanato from the owner file

After we merge this, need to remove me from the collaborator in the repo.

I am so glad that you joined in to help us with the Helm charts, and you did so much work! I especially appreciate you doing the migration from the Helm GH org to our ours. You will be missed around here!
