Currently, vtctlclient WorkFlow <keyspace> listall will only show vreplication workflows in state "Running". Workflows in state "Stopped" are excluded. This is confusing UX, since workflows will "disappear" from listall when VDiff is running, for example (since VDiff manipulates the workflow, including stopping/starting it, etc.). Workflows might also stop because of errors, and unless a user remembers the workflow name, they can't rediscover them via listall at that point, so they can do a WorkFlow show on the workflow to investigate the cause of the error.
