Allow stalls to be reported when playhead at the edge or outside a buffered range.
Why is this Pull Request needed?
Playback doesn't always stall inside a buffered range. Typically it stalls at the end of one.
Are there any points in the code the reviewer needs to double check?
The code being moved is to prevent stalls from being reported and stall nudges from being performed while seeking. The issue was that some clients resolve seeking before media is buffered.
