Reverts #33240

This temporarily reverts #33240 while we investigate the build failures during release seen here https://github.com/vercel/next.js/runs/4950449229 to unblock releases.

This re-opens the support for relay in swc, although we need to narrow in the causes for the build failures in https://github.com/vercel/next.js/runs/4950448889?check_suite_focus=true
