The only way to currently manage (add/remove) PCI devices for a VM is from the host console

Being able to perform PCI passthrough management from XO similar, to the recent addition for XO UI for USB #1679

I thought we already had this in Github but it's not the case. It's already in our internal backlog anyway and becoming a priority due to popularity of the request.

It's not complex frankly, it's just CLI based. And popularity mostly comes from our new type of users coming from VMware, not really used to CLI operations.
