"Shared" should be a status, not an action.

Self service access is currently based on ACLs which are static.
I have no idea how that could be implemented.

Perhaps in the meantime we could make clear that it is an action and that new self members would not see the VMs automatically.

I think it's already pretty clear: we call it "Share" (ie it's an action) both during the creation of the VM and in the Advanced tab once it's created. I don't know what we can do more. Maybe show whether or not all the resource set members already have access to the VM next to the "Share" button? Or add a "tip" in the share modal and in the creation view?

From our perspective (corporate enterprise) by default all VM's in a resource set should be visible to all users of that resource set, or there should be a config option to enable this
