Proactive CW adjustment

bandwidth delay product (BDP) must be considered

in order to reduce a subflow’s throughput, in response to mobility and handoffs, the congestion window needs to be proactively reduced below the path BDP. The intuition behind this is to gradually reduce buffer sizes, queuing delays and round trip times in order to provide a more seamless transition
