Part of the new Collections Landing page implementation. Can be merged in vam-fractal but as yet has no counterpart implemented in vam-web.
Second instance of component in src/components/blocks/list-promo/list-promo.html may be removed but has been left to establish that multiple independent instances could be placed on a given page should that become necessary.
