How to build rcslib library under windows10 system

As in the question, I have successfully built the rcslib library under the linux system, but it is always unable to build successfully under the windows10 system. I have downloaded MSYS according to the instructions of the official website and built it under the MSYS environment, but the generated library file seems It can’t be used correctly. What does "the generated library file seems It can’t be used correctly. " mean? What error message do you get? As far as I know the build must be successful if it generates the library file at all.
