Resolving a security vulnerability found from scans.
Updating s3fs module to 3.4.0
Updateing aws-sdk-php dependency to 3.283.10

1. run lando retune

1. Test adding new document in the system to make sure it saves to the s3
2. Test disabling css/js aggregation in the system and reenabling to make sure it works
3. Test to make sure Tome generation still works and copies the assets

This code has been deployed to TEST environment and I've tested uploading new media assets and aggregation.
