Description

The tab focus should move directly from the "Describe the issue here" field to the Submit button.

Testing Instructions

Goto http://localhost/site-issue-report-form and tab through the form. Verify that tabbing from "Describe the issue here" field goes to the submit button and not the recaptcha.
