Per @sffc's comments on #5363, this replaces the upload CI for the npm tutorials folder with the web-demo folder.
The latest version of cargo nightly has been fixed, so I can also remove
PINNED_CI_NIGHTLY: nightly-2024-07-23if we'd like.
