The default ocean resolution (OCNRES) for C192 is currently 0.5-degree (050). It should be changed to 0.25-degree (025).

The ocean resolution is set in script ./util/gdas_init/set_fixed_files.sh

In the gdas_init utility, update the default ocean resolution
05f0120 
for C192 to 0.25-degree. Previously, it was 0.5-degree.

Fixes ufs-community#979.
