Title**: Integrating new data streams to Enhance ATSPMs**
Delay, capacity utilization, and progression quality are some of the traffic signal performance measures, which have been traditionally based on ‘crude measurements of the field traffic conditions. On the other hand, the emergence of the high-resolution ATSPM data enabled traffic control agencies to monitor traffic signal performance in near real-time and observe traffic at signalized intersections (and potential problems) with much greater detail. So, when these two ‘worlds clash’ (e.g. an engineer uses old measures in combination with new data) we often see inconsistencies. In order to review how the old measures could be improved by better integrating new data streams, the researchers from the University of Pittsburgh’s Intelligent Transportation Systems (PITTS) Lab developed a group of novel performance measures (all based on the ATSPMs data) which either build upon some of the existing signal performance measures or are completely new developments.

Title: ATSPMs: A Safety Perspective
Topic: This session will discuss the topic of safety and red light running as it relates to signals and performance measures. The City of Phoenix and NoTraffic will explore its goals for safety solutions which include robust performance measures on red light running. For traffic engineers, the lack of visibility into the risk associated with red-light runners in an intersection remains an obstacle - shortage of data and lack of validation of red-light running events can make it difficult to quantify the safety risk. NoTraffic will share examples of how the data can be used for targeted countermeasures. The session will conclude with an open discussion and feedback from the group on what reporting and metrics could be developed to support safety at traffic signals.

Title: ATSPMs: A Transit Perspective
Topic: This session will discuss the topic of transit and transit priority as it relates to signals and performance measures. The MBTA and IndyGo will explore their goals for NextGen Transit Signal Priority solutions which include a vendor-agnostic infrastructure and transit-specific signal performance measures (T-SPMs). The limitations to the current data collection methods and the proposed approach for how the MBTA and IndyGo are planning on collecting T-SPMs will be discussed. IndyGo will share video examples of opportunities to improve transit signal operations. The session will conclude with an open discussion about the feasibility of the approach and feedback from the group on what reporting and metrics could be developed to support transit prioritized signals.

TOPIC: Enhancing ATSPM with Trajectory-based Corridor-level Signal Synchronization Performance Index

ATSPM provides measures to assess the quality of signal coordination, %AoR, and the Purdue Coordination Diagram are the two primary measures. Although these two measures can provide good quantitative visualization of the coordination quality of a particular intersection approach, they do not directly represent the corridor-level performance, particularly when judging the quality of signal coordination timing. This presentation will illustrate how vehicle trajectories can be used in conjunction with the measures produced by ATSPM. The correlation between %AoR and trajectory-based stops is examined using a real-world case. It is found that these two measures have some degrees of correlation, but are not always consistent. Combining trajectories with the time-space diagram can reveal a clearer picture of the signal timing quality. The presentation will also introduce the concept of what is called the “Corridor Synchronization Performance Index (CSPI)” which was calculated based on the trajectories. The use of CSPI can be an additional performance measure for evaluating corridor signal coordination timing which the current ATSPM does not produce. Such vehicle trajectories are now available with automatically collected connected vehicle data.

Title: Creating a Workflow for Signal Operations Facilitated by ATSPM

Over the past decade, the City of Dover New Hampshire has had success maintaining and operating a small number of their traffic signals utilizing proactive methods such as reviewing performance reports collected from their central management software and detection systems, as opposed to a more typical passive approach such as retiming corridors every 3-5 years or relying on citizen complaints to identify issues. To build upon this success the New Hampshire DOT and the City pursued an AID Grant to expand the existing central management software, procure more detection systems, and to deploy an ATSPM system. The procurement of the ATSPM system followed the Model Systems Engineering Documents resulting in the selection and deployment of an ATSPM system that met the City’s requirements and proactive use cases. Upon deployment of the ATSPM system, the City has worked towards furthering data collection and reporting automation, creating a benchmark for their signal performance, and developing standardized procedures for maintaining and operating their traffic signals.

Topic: Multi-Modal Integrated Corridor Performance Measures
This session of the monthly ATSPM meeting discusses a case study applying Pooled Fund Project TPF-5(377) traffic signal performance measures along a signalized corridor that also serves a Bus Rapid Transit Line. Trajectory data from the Indianapolis BRT Red Line was integrated with the traffic signal performance measures to develop a methodology to estimate the average delay and schedule adherence along a route comprised of 74 signals and 28 bus stations. Travel times and reliability of buses are compared with nearly 30 million passenger vehicle trips. Results show that buses on dedicated bi-directional lanes' median travel time is within one minute of general traffic and during peak periods the buses are often faster. Schedule adherence was observed to be more challenging, with approximately 3% of buses arriving within 1 minute on average during the 5AM hour and 5% of buses arriving 6-9 minutes late during the 5PM hour. The framework and performance measures presented in this research provide agencies and transportation professionals with tools to identify opportunities for adjustments and to prioritize capital investment.

TOPIC: Data to Insights with Modular In-House ATSPMs
Presentation Highlight: Build a no-code Pedestrian Activity Map in Five Minutes (or more)

The Oregon Department of Transportation deploys modular, in-house data analytics to alert operations staff to traffic signal malfunction and performance issues before complaints arrive, and to aid in troubleshooting and optimization. This modular approach using commonly available tools and languages—SQL, Python, R, Power BI—is deployable in-house or by consultants and does not require a software engineering team to get started. This presents opportunities for democratization and open source collaboration on everything from basic copy/paste SQL aggregations of hi-res data, to implementation of a machine learning detection health algorithm recently developed by Northern Arizona and Oregon State universities.

In 2016, Audi launched the Traffic Light Information (TLI) service, an industry-first vehicle-to-infrastructure (V2I) service available to customers. Since that time, the TLI system has matured to include all vehicles sold in North America and has been added to other brands within the Volkswagen Group. This presentation will focus on a key aspect of the TLI system that completes this connected vehicle V2I ecosystem, vehicle crossing reports. The crossing information is correlated to the information service, Personal Signal Assistant®, which provides SPAT and MAP content to the TLI system. Various aspects of the V2I technology, algorithms, and SPMs generation will be discussed and presented.

INRIX has just published its 3rd edition of the INRIX U.S. Signals Scorecard. The 2022 Annual Summary comprehensively analyzes signal system demand and performance and benchmarks the post-Covid baseline - 'The New Normal.' Utilizing INRIX Signal Analytics, the Scorecard is generated solely from connected vehicle data. It calculates demand and performance for all movements at each individual signal, aggregating results by county, metropolitan area, state, and national. This presentation will explain how the Scorecard is created, the results for the 240,000+ signals analyzed, how to navigate the public domain website, and how to request a deeper dive of the results in your region if you manage, operate, or maintain a signal system. Finally, feedback will be sought on how future versions can be expanded to aid the signal operations community further.

Automated Traffic Signal Performance Measures (ATSPM) have been around for nearly a decade, but the adoption of this tool in traditional signal design and timing workflows has been limited. The primary barrier has been the backend architecture necessary to obtain and process big data into a usable format. This presentation will share methods by which traffic signal practitioners can do ad-hoc ATSPM analysis without remote communications or a server, including how to manually download data from controllers in the field and demonstrating a publicly available webtool for processing the data without the need for a server or installing any software on individual workstations.

A few years ago, UDOT replaced paper logbooks in traffic signal controllers with an electronic version. The electronic logbook is easier to access, read, sort, and analyze and improves management, security, and accountability. It can be accessed by both field and remote staff and also links to other online systems, such as work orders, central traffic signal management system, and electronic locks.

Topic: Leveraging ATSPM to Support Corridor & Intersection Level Daily/Special Traffic Signal Operations
Along with the promotion of Automated Traffic Signal Performance Measures (ATSPM) nationwide, the Macomb County Department of Roads (MCDR), Michigan, initialized the pilot deployment of an open-source ATSPM system. With the growth of ATSPM-supported intersections, the MCDR engineering team utilizes the data for their daily existing operations in response to real-time events, such as incident management, non-recurring congestion, construction activities, and special events relating to both Corridor (macro) and Intersection (micro) level analysis. This presentation illustrates the deployed ATSPM architecture at MCDR and then showcases several examples of how ATSPM can help with traffic signal operations, such as one of the existing Corridor-level traffic signal operation programs, Corridor of Significance Analysis (COSA). Intersection-level special operational improvements are also explored for the side-street and non-coordinated phases by applying a range of operational techniques with unique applications including half-cycle, reservice mode, stop-bar disconnect, coordinated phase gap-out, and innovative left-turn operations. The results shows that ATSPM technology could actively help in managing efficient and safe traffic operations.

Topic: Using ATSPMs in the Signal Optimization Process
This session will explore the incorporation of Automated Traffic Signal Performance Measures (ATSPMs) into the signal optimization process, which is intended to create efficiencies, use a larger data set and, overall, create better traffic signal optimization plans at a lower or equal cost when compared to the cost of the traditional signal optimization process. One of the biggest limitations in the traditional signal optimization process is the limited data from one traffic count and a few field observations that may or may not reflect true conditions. A case study on Riva Road in Annapolis, MD will be discussed, including complexities of the corridor, technologies used and results of the optimization. The session will conclude with an open discussion and feedback from the group on how the signal optimization process can be further modified using ATSPMs.

Topic: Pedestrian volume estimates from high-resolution traffic signal push-button data in Oregon
The relative lack of pedestrian volume data across the transportation network is a barrier to better pedestrian traffic monitoring, safety analysis, and planning. A new potential low-cost source of pedestrian data is from push-button actuations at traffic signals, made accessible by high-resolution traffic signal controller logs and the deployment of ATSPM systems. Because people may press the button multiple times or not at all, there is a need to adjust and validate push-button data against observed pedestrian counts in various contexts. Following recent work done in Utah, we collected ground-truth pedestrian crossing volumes from videos at 49 signals in Oregon, compared them to push-button data, and developed methods to estimate pedestrian volumes with relative accuracy. In this meeting, we will present our research methods and findings, as well as validation results showing the transferability of models between Oregon and Utah. We also share recent work to estimate annual average pedestrian volumes and to interactively visualize these data in an online dashboard.

Topic: Title: An ATSPM-in-the-loop simulation framework to promote ATSPM system deployment, training, and usage for complex traffic signal design
This ATSPM-in-the-loop simulation framework feeds high-resolution traffic signal events and connected vehicle trajectories from a commercial traffic simulation package, VISSIM, into an ATSPM database. This effort aims to address several surfacing issues while agencies are scaling up their ATSPM deployments, such as the difficulties in installing ATSPM systems, justification of high-demanding detection, and disconnected interpretation between ATSPM MOEs and real-world traffic conditions. To facilitate its adoption by agencies and consultants, several user-friendly software tools have been developed and will become publicly available soon.
