Responsive Tables

This is a master issue to help coordinate and manage the smaller issues.

Three table solutions will be implemented:

• Scroll Overflow (Responsive Table: Scroll Overflow #482): Wrap tables with a container that scrolls on overflow
• Pinned Scrollable (Responsive Table: Pinned Scrollable #165): Table header sticks to the left, the rest of the table scrolls
• Linearized Table (Responsive Table: Linearized Table #164): Table turns into a vertical stack of rows

No updates from me: unfortunately, this should be reassigned to someone else as I'm embroiled in a major system rewrite that won't give me much time to commit to this.
