feat: add system76-io driver

This PR adds the drivers for the System76 IO board used in their Thelio desktops. These drivers, along with the system76-power daemon allow proper fan control on the desktop rather than having the fan go full blast all day.

  • (I should note here that I have some experience with packaging for Linux, but more on Debian and Yocto, and this is my first RPM packaging effort in maybe 20 years so if anyone would like to take a look at my spec file and offer tips that would not be unwelcome 😅 That said, things seem to be working in my local testing.)

Hey, thanks for the approvals!

I saw that this PR was added to the merge queue and then removed. Looking through the checks for the merge queue build I didn't see anything failed, only canceled jobs. Is there something else I need to fix or follow-up on?
